What if the photo still cannot fit under 1 MB?

Very large or detailed images may need a lower quality setting, a smaller maximum width, or Maximum mode. ShrinkPicture will explain when a target cannot be met without further tradeoffs.

Is 1 MB measured the same way upload forms measure it?

ShrinkPicture uses decimal units (1 MB = 1,000,000 bytes), which matches how many government and job portals state upload limits.

Do my photos leave my device?

Which format should I use for forms?
